Confused as to why you'd need a wacker plate....you are not alone!  A clever clogs may also refer to a wacker plate as a plate compactor or vibrating plate.

In short, if you don't want your patio, driveway, path, foundations or garden to sink, crack, be un-even or move you want it to be compacted first. 

The small wacker (300-320mm) is easy to fit through smaller spaces such as a garden gate, lightweight vs other sizes. If you are preparing space for a narrow path, shed or working with compacting soil over a small area then the small wacker plate would be ideal for your job.
